Organization Overview
The Professor Charles Effiong Foundation (PCEF) is a not-for-profit, civil society organization committed to improving the lives of orphans and vulnerable children (OVC), and their households. The Foundation provides services across HIV care and treatment, child and adolescent health, education support, nutrition, and household economic strengthening (HES).
With offices in Calabar and Ugep, PCEF delivers community-centered programs and relies on proposal writing, grants, and fundraising from corporate and private sources to sustain its work.
Position Title: Executive Director (ED)
Reports To: Supervising Director, Board of Trustees
Location: Calabar and Ugep (with frequent inter-office travel)

Position Summary
The Executive Director serves as the administrative officer responsible for the day-to-day leadership, strategic direction, and operational management of the Foundation. The ED ensures program effectiveness, staff performance, financial sustainability, donor engagement, and strong governance practices. This role also serves as the Board’s Secretary, supporting board operations, documentation, and communication.
Key Responsibilities
1. Strategic Leadership & Organizational Development
- Lead execution of the Foundation’s mission, strategy, and long-term vision.
- Develop annual work plans, budgets, program targets, and risk mitigation plans.
- Provide strategic advisories and periodic updates to the Supervising Director and Board.
2. Staff Supervision & Performance Management
- Provide direct supervision to all staff across the Calabar and Ugep offices.
- Set performance expectations, conduct evaluations, and promote staff development.
- Ensure team efficiency, accountability, and adherence to organizational policies.
- Strengthen organizational culture, ethics, and safeguarding practices.
3. Program Management & Quality Assurance
- Oversee implementation of all OVC-related programs including HIV care support, education initiatives, nutrition interventions, and economic strengthening activities.
- Guide effective monitoring, evaluation, and learning (MEL) processes.
- Ensure timely technical reports, data accuracy, and documentation.
4. Fundraising, Proposal Writing & Resource Mobilization
- Lead proposal development to secure grants from corporate bodies, foundations, NGOs, bilateral organizations, and private donors.
- Drive innovative fundraising strategies, including campaigns, donor events, and digital giving.
- Build and maintain strong relationships with funders and partners.
- Ensure compliance with donor regulations and timely submission of program and financial reports.
5. Representation, Stakeholder Engagement & Partnerships
- Represent PCEF in official functions, donor engagements, partner meetings, and community forums.
- Strengthen collaboration with state/ministry agencies, health facilities, schools, community leaders, CSOs, and technical partners.
- Promote PCEF’s visibility and credibility locally and nationally.
6. Financial & Administrative Oversight
- Oversee budgeting, financial planning, expenditure management, and internal controls.
- Ensure accountability, transparency, and efficient use of resources.
- Supervise administrative operations, procurement, and inter-office coordination.
7. Governance Support & Board Secretariat Duties
- Serve as Secretary to the Board of Trustees, including:
- Preparing board meeting agendas in consultation with the Supervising Director
- Organizing board meetings, retreats, and committee meetings
- Preparing and circulating board papers, minutes, and resolutions
- Ensuring follow-up on board directives and decisions
- Provide periodic reports on the organization’s performance, risks, financial status, and strategic progress.
8. Compliance, Risk & Safeguarding
- Ensure compliance with Nigerian laws governing NGOs and community-based organizations.
- Maintain adherence to donor policies, child protection, and safeguarding standards.
- Identify operational risks and implement mitigating strategies.
Qualifications & Requirements
Education
- Bachelor’s degree in Public Health, Social Sciences, Development Studies, Business Administration, or related field (required).
- Master’s degree (MPH, MSc, MBA, MPA, etc.) strongly preferred.
Experience
- Minimum of 5 years of progressive experience in NGO programming.
- At least 2 years in a senior leadership or supervisory role.
- Demonstrated success in proposal writing, grant acquisition, fundraising, and donor management.
- Experience in OVC programs, HIV interventions, nutrition, education support, or health-related community programs is highly desirable.

Remuneration
Salary is competitive and commensurate with experience within the Nigerian NGO sector.
